No it is common for the gauge to go up when you shut off the car.  I can shut my car off at 190*, and look at the gauge 2 mins after I turned it off and the needle will be above 220.  If I start it, it goes back to 190*.  Very common- my 90 GP SE does teh same thing.  ;)
