I just want to run 12psi. Nothing fancy. But I have read in several spots the cutoff is anywhere around 8.36-9.5 psi... how do I get around it? Possibly up to the 15psi mark? That should give me a safety net in case it spiked above my 12psi setting correct? I also plan on using a Manual Boost Control Valve to achieve my 12psi. I will also make the exhaust less restrictive, and a nice cold air intake setup to help in the breathing.

14.7 psi_g is the max reading of a 2bar map sensor. We have a 2bar and as far as I know noone has a stable 3bar patch for the TGP setup. You will be limited to 14.7 psi_g no matter how you look at it unless you fake out the PCM and then you will have daily driveability issues.

Oh and in order to get past the factory fuel cutoff you need a modified chip.

I can see where you are coming from with obd2 but obd1 is easily manipulated..   ;)
