Oil Return Line?

Could anyone help me with where this is, how to replace it, and where to get it.  I think its the reason for me getting neagtive boost only when reevin it up, it runs bad when you do that, and lots of smoke from the exhaust.  Im hopeing this is the problem.

It comes out the bottom of the turbo and goes straight across going down at an angle. It connects just above the starter. Pull the airbox to turbo hose off and you should be able to see it easily.

It is a black hydraulic line and there are only 3 lines coming from the turbo, it is the only nonmetallic one it has clamps on both ends(its easier to take out the air filter box and it's hoses also take off the intercooler metal pipe and the rubber hose that goes into the turbo to get to where the Oil return line clamps to the turbo).it takes some feeling around but you'll get it take it off of the block side first,then slide it the rest of the way off, then look inside and you'll see if theres a separation.
