According to the service manual it is supposed to be located under the package tray area of near the third brake light. Cant seem to find anything there. Is it under the package tray material itself? Do I need to remove the rear seats? I know the car has it, becuae it was working.

Yes, it's under the rear deck carpet, there. You may be able to get to it by removing the passenger side speaker grill, and reaching for it.
Dosent seem to be much room under there, but I will check it out. Thanks for the response!
