Guess I can be the best one to answer, though there have been a couple who have dyno?d their chip?d TGP.  First off you are correct, there are variations with each TGP engine, I have seen it written that 2 out or 10 motors are stronger than the rest, 6 are average and 2 can be the lowest, so power levels from 10 brand new TGP engines can vary as much as 25% from most powerful to least powerful.  Those variations have been show in magazines tests with a brand new TGP running a 15.3 quarter in one mag to a 16.3 quarter in another, with I believe a 15.6 more average considering 75 degree weather (not quoted with baro or RH).  Then there are the effects of wear over the last 13+ years, and state of tune with all the components, some depending on how well it was maintained.  Then I have found over the years there is a very strong effect from the variations in stock wastegate springs, and the build-up of combustions by-product on the exducer of the turbine housing.  There are others such as traction, gasoline variations and others so, quotes are going to be hard to mirror from one TGP to another.  What I can say from all the TGPs I have run here, and others I have tested in other states, and those who have shown me their drag times, the chip has given them a solid 7 tenths to 1.25 seconds off their ets, whatever their stock et was (from 15.3 to 16.3 or worse).  That correlates as does my G-Tech Pro an average peak hp gain of 40 hp, more gains with torque, and most are near the 40 hp mark, some above that (seen 260 hp), only a few have less.  BUT it is not just a ?peak? gain that matters, I will explain.  When you floor you car at the starting line it flashes to around 2,500/3,000, then accelerates to around 5,200 rpms when it shifts so, if you gain a peak hp of 40 at 5,000 rpms, what about 2,500 till 5,000 and beyond, you are accelerating there too!!  SO, what matters is the power curve and how much all of it has been raised, and that is what this TGP turbo is about (or a T28/T3 bolt-on hybrid as well on a 3.1L size motor), it can spool right now/even before 3,000 and pull strong till about 4,800 rpms where the wastegate spring is not strong enough to allow much more boost, nor would you want it to with its size and stock intercooler.  So chip?d, the entire power band is raised and is what makes these such a stop-light terror, if you can balance the traction, I am used to it now and just floor it, soon as it starts to pull strong and I know the tires are going to break, I lift just a little off the gas then almost immediately mash the pedal back down, with that sort of take off I get a little slippage at first, then a little after I floor it again, effectively accelerating best with the traction available.  So, I would say what matters is how fast/et?s your TGP was before chip?d, but the gains from the chip will be the best you can get from a simple mod, and are all you can safely run from the turbo/fuel system as it stands, heads can help make a bigger power curve but bigger injectors are needed, and a chip to match, same with a bigger turbo.  Many have found the stock size turbo does not show much gain from exhaust system mods, and there will not be much really until the turbo is upgraded and at that point will flow enough to warrant it (but it?s not wrong to upgrade the exhaust system on a stock TGP turbo!!!).

So, enjoy the most cost effective mod you can get with running the chip, and save your funds if that feels slow for you over time :-).  I might suggest too, that 17 inch rims and tires are typically heavier than 16 inch rims and tires so that will slow you down, and big heavy amps and speakers too but its your ride, enjoy it as you see fit, its your wallet too!!
