brake return spring?

I have yet to figure this one out, just want to know if anyone else has encountered this.

Why the heck would there be an "screen door" spring attached to the brake pedal? It makes it hard to push?  the breaks seem to work fine.  The spring seems to keep the brake pedal in the"UP" posistion.
2004 GTP -  3.8 Blown - Only modding for MPG.
1997 GTP  - 3.8 Blown - Too many mods to list.
1996 GTP - 3.4 DOHC - Twin to my 1997.
1995 SE - soon to be a 3.8 turbo car.

Sometimes the PMIII will have a problem returning to the top, or someone didn't know how to adjust the stop light switch. I would say try it w/o the spring and adjust the stoplight switch if neccesary.
