Fuel System Problems

I was on my home today and my fuel pump started whining very loud and after I got home I went out to start the car and right after it started the pump whined super loud and a very strong smell of fresh gas started coming out.  What should I be expecting when I get under the car to look at it?  Is this a sign that the TGP doesn't want to be driven.  Every time I take it somewhere something breaks. :evil:
