vacuum prob

can anyone tell me why my 90 3.1 turbo looses vacume when on the throttle Like when i have the ac or heater on if i step on the gas nothing blows out the vents till i let off Or light throttle Both of my 90s do this I noticed a big vacume line that runs out of the fire wall is melted in half Prob is i don know where the other half goes its gone On both cars ???

Here ya go... I'm pretty sure this is right but maybe somebody like Jeff could back me up on it. Also, I took wiper hose and made connectors to join extra line in there so I could move it all away from the turbo/exhaust after losing a vacuum check valve and a LONG section of line.
