Would using a rubbing compound on my rims hurt them at all? I can't seem to get the silver part clean and I have tried just about everything else?

I actually had to sand off all the clear coat and then used metal polish after that. It doesnt look to bad definintly better then that brownish tint from the clear.

hahah I use brillo :)  Actually works good takes the oxidation off the aluminum well and each time I wash the car I'm taking down some of that crappy clear coat on the lip.....I'll reclear them next winter when the tires are toast.
